Son cosas disntinas. Una es una captura de video para pasarlo a alg=FAn lad=
o y=20
otra es montar un server de streaming (es decir que pueda hacer broadcast).
Para hacer streaming podes usar el icecast 2 [1]
Para encodear video podes usar ices [2] con theora [3].

Si necesitas hacer algo en vivo con audio y video, usa freej [4].
