No, NoDogSplash handles the firewall rules of the Public interface. If
you remove it, you have to replace that function with something else
(other captive portal, iptables, etc).

Yes, we have 32kbyte/5kbyte asign to each users that connect to the
Public interface. Here is a good speed for users to surf the web,
check email and chat.
As a reference, here the usual speeds (in kbytes) are for downstream:
128, 320 or 640 and for upstream: 16, 32 or 64.
